The Department of Climate Change and Environment and Krungthai Bank signed an agreement on 17 October to back a national just transition roadmap, according to government news service NNT. The roadmap will begin with energy and transport, then extend to agriculture and industry.

Under the plan, Thailand aims to support workers, small businesses and communities as the economy shifts to low carbon. The country also wants to draw green investment while handling the costs of changes in how it produces electricity, makes goods and moves people.

The effort raises a question that goes beyond cleaner technology: whether businesses and workers facing economic disruption can get the finance, skills and opportunities they need to adapt.
